Permits and who decides

Who issues event permits for a street festival in the City of Los Angeles?

The Bureau of Street Services is the City's one-stop office for special-event permits on the public right of way, including festivals, street fairs, runs and street closures. Parades and demonstrations need Police Department permits. Check with the office for your specific event.

Does the City require toilets at special events?

LADBS states that sanitary facilities must be provided at special events. The wording seen does not give a ratio, so how many units you need is a planning question for you and the provider, and a conversation with the permit office.

What does LA County Public Health ask of food events?

A Community Event Organizer Permit applies to events with two or more temporary food facilities or three or more mobile food facilities. Applications are due 30 days before, and no less than two weeks before. The program sets toilet and handwashing rules around food booths.

Do film shoots need a portable-toilet permit?

FilmLA issues the temporary use permit for commercial on-location filming, submitted in MyFilmLA by 10 a.m. at least three full business days before first activity. No portable-toilet rule for film turned up in our research, so ask FilmLA and the provider.

How many units and which kind

How many toilets does a food event need?

Under the County program as sourced, one toilet for each 15 food employees within 200 feet of each food booth, truck or cart, with a handwashing sink, warm water, liquid soap, single-use towels and a trash container beside it. Public toilets are separate, with one sink per four toilets.

What is the rule for a construction crew?

Cal/OSHA's Title 8 CCR 1526 asks for one toilet facility for each 20 employees or fraction, of each sex. Urinals may count, but toilets must be at least half the number required. Fewer than five employees may use one single-user all-gender toilet.

Is there a Los Angeles rule for toilets per attendee?

No City or County rule giving toilets per attendee was found. General industry guidance is about one per 50 to 100 attendees for all-day events, adjusted for alcohol, but that is indicative only. The provider recommends a count for your event.

Where should units go relative to food and the crowd?

General industry guidance seen suggests units 300 to 500 feet from attendee areas and 100 feet from food and water, on firm level ground for ADA units, with service lanes 10 feet wide and 14 feet clear. Treat that as indicative and let the provider check the site.

Heat, rain and wind

How hot does Los Angeles get for an outdoor event?

Downtown's July average high is 82.0 F, but a September 2024 heat wave took downtown to 111 to 112 F and Hollywood-Burbank airport to 114 F. Tell the provider your event hours, since hot, crowded days affect servicing frequency.

When does it rain, and does it matter for a rental?

About 92 percent of downtown's roughly 14.2 inches of annual rain falls between November 1 and April 30. A wet lot or dirt access road can limit where a truck can reach, so mention the surface when you call.

Do Santa Ana winds affect portable toilets?

Strong winds are a reason to ask the provider about placement and exposure. On January 7, 2025, gusts reached 84 mph at Hollywood-Burbank airport and 98 mph at Saddle Peak. Do not try to move or secure a unit yourself; the provider does that.

Is freezing a concern for LA rentals?

Not in anything we could source. Downtown's January average low is 48.9 F, and winter is mild, so the concerns here are heat, wind and a short wet season, not freezing.

Quotes and the arrangement

How should I compare quotes?

Ask each provider what the quote covers: unit types, quantity, rental length, servicing frequency, delivery and pickup, and any trailer, handwash or ADA add-ons. A lower price that leaves out servicing is not a lower cost for the same rental.

Why are published prices so different?

Figures seen online range widely and disagree, from per-week ranges to multi-day totals, and many come from vendor pages. Because they conflict, Los Angeles Porta Potty Rental lists none. The provider's written quote is the figure to use.

Who services the units during my event?

The provider does. Servicing is not something a customer should attempt. Ask the provider what servicing is in the quote and what to do if a unit needs attention in the middle of an event, and call the provider rather than moving anything.
